Personality: He is similar Clint Eastwood and of few words. Rios speaks sparingly and is pretty much the consummate professional. He does his job, walks off, doesn't even get the girl, he's that cool he doesn't need her. Rios is calm, quiet, and wryly cynical. Entirely encased in Phase II Clone Trooper armor and standing six feet tall, Rios inspires awe and terror in friends and foes alike. Despite his cold exterior, Rios cares about his fellow soldiers, especially the rookie Clone Troopers with whom he has trained. At one point, Rios risks injury in a massive explosion to save a fellow Clone Trooper During his training, Rios is taught by Commander Cody to sacrifice lives only when necessary and to understand the difference between wasting lives and spending lives.

While on Geonosis, one of Rios' fellow Clone Troopers and best friend, Branks, suffers an irreparable breach in his armor. Branks stays behind to detonate explosives, while Rios and Salem evacuate the ship. Although Rios would have preferred to die with his friend, he tells himself that he needs to live and fight another day. After his evacuation, Jedi Master Obi-wan Kenobi tells Rios to try and save every life if possible. Despite Rios' excellent combat record, many in the Grand Army of the Republic, the Clone Army to which he belongs, distrust him. Rios is loyal to the chain of command, and remains quiet even through all of the things he hears and sees.

Fighting Style: He is very strategic most of the times and comes up with intricate, efficient, and accurate plans that almost never fail. Rios even sometimes can be quite brash and run into a fight if he thinks that his success rate is even just one percent over half. He is very cautious most of the time, which is the reason why he carries a sniper around. It's to make sure that all hostile threats that he can already see have been cleared. This would allow for a much more easier time during combat.

Affinities: He is a crack shot when it comes to shooting. He almost never misses his targets when sniping, and his accuracy with his battle rifle is close to one hundred percent, which is higher than most clone troopers his level. Rios' planning abilities are also accurate, just like his shots. He is either always correct or is three steps ahead of his opponents.

Weaknesses: He is very weak when it comes his plans failing before him. It's only happened a couple of times, but it made him freeze up a bit and forget almost everything for a little bit of time. This makes him quite vulnerable. He has overcome his weakness at some points, but it still haunts him at times.
